Dear Cowell,
Perhaps I may reply unofficially to your letter of
the 13th. August (53528/27/36) relating to the transfer
of a Special Place award to John Close to a school in
Hong Kong.
We have had similar inquiries from Local Education
Authorities before on behalf of Special Place pupils whose
parents are going abroad, and our answer is always to the
effect that we have no means by which we could effect or
assist in the transfer of the Special Place; we then
suggest that the application should be made direct to the
Director of Public Instruction, or the corresponding officer,
in the place where the parent is migrating to. So far as
the Board are concerned, I am afraid that the Essex Director
could only be told the same thing in the present case.
